Basis of Property Tax Calculation

1. The assessment of properties in Saugor Cantonment Board is done triennnially for revision of annual letting value of already assessed properties and also to add any newly assessed properties to the assessment list as per provisions laid under section 75 to 80 of Cantonments Act, 2006.

2. Property Tax is assessed and revised as per information received in FORM No. 8 with due notice under Section 116 (1) of the Cantonment Act, 2006 from the assessee.

3. On the basis of the information submitted by the property owner/occupier and the information already available in office record, same is verified physically by Cantonment Board by carrying out a survey by cantonment board’s officials.

4. After completion of survey a proposed assessment list of all buildings and lands is prepared by the Chief Executive Officer by revising/fixing annual letting value of all buildings and lands included in proposed assessment list. (I) The annual letting value for already assessed properties is revised by increasing in certain percentages as below :-

A. For residential properties – 05-20%

B. For residential rented properties – 10-30%

C. For Commercial properties – 20-40%

D. Commercial rented properties – 20-50%

For hotels, colleges, schools, hospitals, factories and any other buildings which the Chief Executive Officer decides to assess :- ARV is calculated as per the guideline of senior sub registrar.

Proposed ARV = (Area in Sqmt x Cost of land provided by senior sub registrar (Market value of Immovable Property)) divide by 20.

5. After proposing ARV (Annual Rateable Value), the objections are invited from tax payers and investigated and those have objections regarding assessment are allowed an opportunity of being heard either in person or by authorized person by the Chief Executive Officer.

6. When all objections made under section 76 have been disposed of, and the revision of the valuation and assessment has been completed, final assessment list is prepared and authenticated by the signatures of the Chief Executive Officer and the President Cantonment Board under section 77 of Cantonment Act, 2006.

7. After fixing of Annual Rateable Value (ARV), the property tax, Conservancy Tax and Water Tax would be applicable as follows:

(i) Property Tax:-

12% of Annual Letting Value – within Bazar Area

16% of Annual Letting value – outside Bazar Area

(ii) Conservancy Tax:-

Monthly Letting Value from Rs. 5/- to Rs. 6/- – Rs. 13/-

Monthly Letting Value from Rs. 7/- to Rs. 9/- – Rs. 16/-

Monthly Letting Value from Rs. 10/- to Rs. 14/- –  Rs. 18/-

Monthly Letting Value from Rs. 15/- to Rs. 19/- – Rs. 20/-

Monthly Letting Value from Rs. 20/- to Rs. 29/- – Rs. 25/-

Monthly Letting Value from Rs. 30/- to Rs. 39/- – Rs. 29/-

Monthly Letting Value from Rs. 40/- to Rs. 49/- – Rs. 34/-

Monthly Letting Value from Rs. 50/- to Rs. 64/- –  Rs. 37/-

Monthly Letting Value from Rs. 65/- to Rs. 79/- – Rs. 41/-

Monthly Letting Value from Rs. 82/- to Rs. 99/- –  Rs. 47/-

Monthly Letting Value from Rs. 100/- and above – 60% of Monthly Letting Value

(iii) Water Tax:-

Annual Letting Value less than Rs. 35/- Nil

Annual Letting Value from Rs. 36/- to Rs. 83/- – 11%

Annual Letting Value from Rs. 84/- to Rs. 119/- – 15%

Annual Letting Value from Rs. 120/- to Rs. 179/- – 20%

Annual Letting Value from Rs. 180/- to Rs. 359/- – 27%

Annual Letting Value from Rs. 360/- to Rs. 959/- – 30% Annual Letting Value from Rs. 960/- and above – – 33%
